Xuwen Huafengling Wind Power Co., Ltd. was established in 2017, which mainly engaged in wind power project development and power plant operation.The company is located in the Xuwen Economic Development Zone, Zhanjiang, Guangdong, and is the owner of the 100MW Wind Power Project in Xinliao farm of Xuwen, Zhanjiang.

In June 2017, a project investment agreement has been signed with the Xuwen County People’s Government regarding this project. In July 2019, the project was included in the Guangdong Province Onshore Wind Power Development Plan . In March 2020, the project was included in the 14th Five-Year Plan of Xuwen County as a key project. In August 2020, this project was included in the catalog of 2020 Wind power and Photovoltaic Power Parity Grid Access Project announced by the National Development and Reform Commission and the comprehensive Department of the National Energy Administration. The project was approved in December 2020 and was listed as a key project in the 14th Five-Year Plan of Zhanjiang City in April 2022.

The total investment of the project is 950 million yuan($131.75 million). Once the project is operated for production, it is expected that the total power generation will reach 5 billion kWh in 20 years, accompanied with 2.2 billion yuan($330.07 million) of operating revenue, and will provide 200 million yuan($30 million) of taxes and more than 200 employment positions for the local government, promoting the local production by 500 million yuan($75 million)in a direct or indirect way. Moreover, the project will contribute to the energy and environment conservation by saving about 72,800 tons of standard coal and reducing emission of 189,000 tons of carbon dioxide(CO₂), 1,730 tons of sulfur dioxide(SO₂), 25,500 tons of soot, 340.64 tons of nitrogen oxides, and 30,000 tons of ash deposition each year.
